The term VU  as I recall stands for "Volume Unit" .  I  believe there was a 
section on a very old NAB looseleaf handbook that had an  entire chapter 
devoted to this subject.  It was a joint committee that  wanted to get away for the 
old 500 Ohm dB meter standard that was a peak device  that was used in the 
twenties.  "0" dB on the meter was about 30% of scale  an that was the standard 
level.  The joint committee was telephone company  and broadcasters.
