Scott,
"SAME" is a data protocol; "FIPS" stands for "Federal Information Processing System" and is related to geography in the United States. Roughly, a FIPS code designates a county, borough, parish, or census district. It was a numeric representation that was established many years ago by the U.S. Census Bureau.

As I understand it, SAME and FIPS are the same thing. The weather people
call them SAME the broadcast people call them FIPS

Flip it. The EAS is a good back up to the weather radio. I have been in
too many stations and seen how the sausage is made. I wouldn't depend on
broadcast radio for something this serious. During one particular evening
of bad weather, I had a PD ask me the next day to remove the thunderstorm
watches and warnings and tornado watches and warnings from the EAS box
because they interrupted the programming too much. I agreed to take all
watches out, but the warnings stayed.
