[BC] Cell phones and NOAA

I downloaded the manual for the 12-258.  It will do 15 different SAME codes, 
either through the radio or via computer.  Should be getting mine Friday or 
Saturday.

Website lists it as out of production, but some stores may still have some 
in stock.
