The 12-tower night array at 1190 Dallas might cut it if it were 50 kW, but 
of course that's only 5 kW from out there in Rockwall.

So...the WWJ night array, at 7981 mV/m/1 km?

If the question included Canada, the answer's easy: CHML's day array, with 
8183.68 mV/m/1 km. That's paint peelin' power, there...
