Only one 3x3s in Toronto, actually, and yes, it's short. (CJCL 590, with
6884 mV/m). The two other Toronto arrays that shoot 50 kW across Lake
Ontario are 4x2 - CFMJ 640 (6329) and CFTR 680 (5881).

The only other 3x3s that come to mind are CKKW Kitchener (10 kW at night,
3812 mV/m/1 km) and CHSC St. Catharines (10 kW, 3152). CJBK London is
reported to the FCC as a 3x3, but I don't think it really is. I know there
are none in Montreal, Ottawa or Vancouver.
