Could involve changing tower lights, doing a RS 222 inspection, a whole
host of things (including installing an iso-coupler) which might make the
difference of staying on the air during an ice/snow event. They could have
done modeling of the antenna system for a new ATU or phasor system using a
network analyzer.
Only the folks at WTOP know....
