[BC] Auxiliary Facility back to Main Facility

This is only possible if the back-up was a main before it was converted to
Aux. use OR there are no new short spaced conditions to the aux site which
has occurred since it was last a main.
For some stations, this could be a dicey proposition to untangle. Others
would be fairly clear cut if the aux and main are close to each other and
the AUX has been at the site for a LONG time.
