[BC] Auxiliary Facility back to Main Facility

I know of an FM that built a new site, then six months later decided the
coverage stunk and tried to move back to their (grandfathered) old site (now
an aux). The FCC let them - at less then HALF of their former grandfathered
power!

Someone likely got fired over that one!

    How about a station who has been operating from their "aux" site for 
over a year, and there is no longer any antenna at their licensed main site?
