Yes, there is.  There is a special assessment at the manufacturer level on 
music 650MB CD's versus data 700+ MB CD's.  The same is true for compact 
cassettes until the patents ran out on the medium in the 90's.  The 
difference is the cassette was a license fee for the technology.  The CD is 
to compensate the already rich music licensing people for copying music.
