60 Minutes did a piece in bounty hunters who were allowed to do 
whatever they wanted. The had far more "authority" to break into your 
house than any police agency. Of course, that was before the Patriot 
Act. Now it seems all you have to do is say you're looking for 
terrorists and any of us can go anywhere.
