[BC] Arrays separated by highways

Good question!  KAST 1370 in Astoria, OR has two towers in the river and I've often wondered about the ground system.

  OK Dumb question time.... How do you Install ground radials
   on towers in the water   (SCUBA Gear?)  Or no radials     Just ground Rods?
