 IF the radials are insulated wire, there will be very little deterioration
 for decades, maybe centuries.
 If they are bare copper, it'll be decades, probably.
 Most owners ( these days ) will have sold the station long before
 it has any chance of becoming a problem.

 Well, scuba would be one way ! ( VERY expensive )
 Usually, we just boat out, weight the far end, and set 'em on the bottom !
 ( if shallow enough, just drop 'em, and if not pull tension with a string, and
 set 'em down, then cut the string )

 Ground rods are for lightning, and have little to nothing to do with the 
 ground plane of the antenna.

 ( although sometimes, it's been rumored, that if rods will go through extremely
 low conductivity soil into much higher conductivity water table or some such,
 that surprising improvements have been made )
