Since when has the matter of whether anyone is listening counted?
All you need is a little skywave bounce, and a few of those countries 
will pull out their treaties and declare war.  It doesn't matter that 
they have a megawatt.  Just ask those daytimers who are told they 
can't have more than 1.5 W at night because it could interfere with a 
Class A station hundreds of miles away.
