Milton:   You know more about RCA than I do,  but I feel like that is an RCA 
Console,  I don't believe the Collins 212-A  had two rows of pushbuttons.

I just sent Barry a CD Rom with an old Collins audio catalog on it but dont 
have access to the files on this computer.

Both RCA and Collins had the handles on the sides of their consoles to tilt 
up the main frame.
