[BC] Another Old Meter pannel

It appears to Be an RCA Meter Panel.  The Weston Meter has had a decal placed 
on it for use in monitoring and of several units manufactured by RCA, GE and 
Collins AGC/Compressor - Limiter type devices.  The units had an output that 
measured the control voltage usually to a tube type 6386 which would be set to 
"0"  or  100% on the VU Meter.  With no gain reduction the pointer would stay 
at 100%.  As audio input was increased the meter would swing down from 100% 
showing the amount of gain reduction.

The decal is showing its age by the darkening color.
