In the case of CBS-TV the only way they could punish the company was 
through the O&Os. In most cases, the FCC requires a complaint and 
goes after the station mentioned. In Howard's case, there was a 
fanatic who traveled from city to city and made a hobby out of 
complaining. I think the $1.7 million fine was a collection of fines 
paid by Infinity.

The networks I've been involved with had contracts that indemnified 
the affiliate against violations caused by the network.
