Yes indeedy, it's an RCA Meter Panel.  I have one just like it in my 
racks here at home.  The adjustment is to calibrate the VU 
meter.  The lower scale was typically used when this particular meter 
was used in conjunction with a compressor or limiter.

I suppose you could set the bottom scale up to read modulation but in 
this case it would read how much headroom is left and calibrate in 
units "Before Buckshot".

This one appears to have been re-wired.  I would suspect that it was 
used to meter not only input/output levels but also the cathode 
voltage of various stages in whatever piece of equipment it was 
associated with.  That was the method a lot of early broadcast 
equipment used to give you an idea of the condition of the various tubes.
