 Sounds a tad over confident to me.
 YES it absolutely CAN penetrate that older technology !
 Just because there were fewer "back in the day" doesn't mean you're
 100% safe.
 HTML is not the only transport.

 I can not make that claim, which is one reason I learned a bit more about them.
