     Have  you tried TMPGEnc?  I haven't tried it with DVD media, but it
     has an
     "MPEG  Tools"  section  which can do lossless editing of MPEG-1 and
     MPEG-2
     video files.

   Thanks  for  steering  me  in the right direction. It looks like their
   TMPGEnc MPEG Editor
