They're desperate. The biggest technological complaint is that they 
can't communicate. I guess they figure that the heat will be off if 
they're perceived to be doing something about it. Unfortunately, they 
need to communicate within a few miles, not throughout the world. Why 
not just take the facilities of the VOA? They're in place. They cover 
the world and the Cold War is over. One of the major drawbacks is 
getting handheld 100KW transceivers so they can communicate with the 
Grim Reaper Heading Homeland Security in Washington.
