Really? Those are his only two options, or if not, that's the most likely
alternative? I'm surprised at that conclusion.

Yes, that's true - but that's because your customer, your advertisers, are
subsidizing that cost that would be borne by your consumer, your listeners,
if your station followed a subscription model rather than an advertising
model.

It's very clear - you have a philosophical difference, one with real vitriol
attached, with the rights organizations, and nothing can persuade you to
change your position.
