How about this one - open all frequencies from 150 kilohertz to 3 megahertz for
broadcasting as other services leave the bands. Permit digital only operation on
the new channels as well as any new authorizations in the expanded band. The
lowest frequencies would be allocated to nation wide coverage. Groups could
bid for exclusive coast to coast channels. Sell the radios at ruck stops at first.
