Why is a new transmitter required? I visited an IBUZ station 
yesterday and they use one transmitter. It may be a better approach 
to separate transmitters and antennas, but you're talking about 
significantly more money above the significant money a basic 
installation costs.

Essentially this would be an LMA and the licensee would be 
responsible for anything that aired. I'll bet stations will LMA their 
secondaries rather than produce more than voicetracked jukeboxes. 
It's actually not a bad idea. Since major companies are unwilling to 
put money into "real radio" it makes a lot of sense to let  people 
with an existing base do the programming. New York, for instance has 
a lot of subcarriers that would make good secondaries. Mostly foreign 
language. New York stations could easily fill their secondaries with 
ethnic programming. In some cases there are more people from their 
countries in New York than in their home countries.
