We went through this at Radio One when I was there.  Several chiefs asked if
posting a copy off the internet was legal when the original could not be
found.  It was determined that the license was legal, regardless of if it
was a PDF, photocopy or what ever, just so long as the it was a SIGNED copy.
Some of the ones you find on the FCC's website are not signed by the Media
Bureau chief, those are not acceptable.
