[BC] Broadcasters who lie......(And silent stations??)

.....I know that you must report to the FCC if you are going to be silent  
more then 30 days and from the date youre issued an STA you have one year to get 
 ack on the air.
 
In the most recent silent list (2/1/06) a station reported being silent  
November 10, 2005 but i know for a fact thats a lie and they are lying to save  
the license. I know roadcasters do this, but come on?

I know the  transmitter was removed from service over 9 months ago and the 
station doesnt  even have a tower site. But unfortunately, I can't officially 
prove it and  the engineer who was Cheif Engineer at the time passed away almost 
1 year  ago.
 
Is there ANYTHING I can do?
