So, how much should it be worth to all of those stations and all of those 
individual songwriters to *not* have to negotiate individual contracts, 
audit the performance of those works, and handle the transfer hundreds or 
thousands individual payments each?

I'd guess that, although lots of folks complain, the answer is about the 
amount that ASCAP et al. collect in the current system...otherwise, more 
artists and stations would opt to go it alone. And wind up spending way 
more in transaction costs.
