Thanks for the note! You are correct that homebrew units do not have to be
certified. The original message indicated this was a KIT. KITS do need to
be certified: "(a)  Equipment  authorization is not required for devices
that are not marketed, ARE NOT CONSTRUCTED FROM A KIT, and are built in
quantities of five or less for personal use." (emphasis added)
