Was that the average input power to the modulator, or the average output 
power of the modulator applied to the 100 mW r-f PA.

Seems as though that amount of average power supplied as high-level 
modulation of a Class C PA running legal Part 15  unmodulated carrier power 
levels would produce a humongous amount of audio distortion in a simple AM 
receiver.

Quite possibly at age 10 you didn't care?  :)
