Part 15.219 and Part 15.209 are Exclusive of each other.

IE: you go by part 15.209 "IF" you don't meet the requirements set forth in 
part 15.219

That is how most interpret the above statement in part 15.209.

part 15.209 is also used as general emission limits in a carrier current 
system not used on a college campus.

there is another part specificly adressing campus stations.

   permItted under other sections of this part, e.g., ?? 15.231
   and 15.241.
