I doubt it. I have reports from at least 10 different areas (friends with
Dish or DirecTV) of the same audio problems at the same times. In some
cases, the sat services get a direct feed from the local affiliate. In
other cases they pick it up OTA, and send this signal (digitized) to the
uplink center.
In all cases, we all heard the same audio screw-ups.
In several of the 10 cases of sat reception, friends switched on a
portable set off the air and observed the same problems - initially
thinking it was something the sat provider was doing. Nope. The old adage
"Garbage In, Garbage Out" seems to apply here.
