It is an unshielded or partially shielded loop antenna. That much is clear.

Probably used for radiolocation considering the "bands."

If no government markings, then perhaps a research lab of the 1930's?

Try a surveyor's tripod with a 7/16" locking screw. But that makes it more
recent, and if it has leveling screws, where is the level or levels on the
instrument?

It is a puzzlement.
