Looks like the thing is made of brass, so it can't be magnetic.  I was  going 
to say a coax support, but that would have to be an awfully big  coax!  Can't 
be part of an Austin transformer, being made of brass.
 
With the groove on the outside, it looks like it's designed to fit into  
something, or something is designed to fit around it.
 
A wedding ring for a giant???  A time portal???
