I worked my way thru college as a police officer.  I can absolutely say 
that more people talk/argue themselves INTO tickets than have ever talked 
their way out of them.  Treating law enforcement officers politely, AND 
very politely asking if there is any way to talk him/her out of writing a 
ticket will go further toward getting a warning or reduced fine than any 
argument you might present.
