ISTM that hardly anyone uses the LW NDB's any more.  Even VORTAC has its limitations, for instance doing the dog-leg around the Bristol Dry Lake MOA.  It's easier to fly it with a simple GPS.

It mould probably be a better use of the spectrum to set up a bunch of high-power clear channels with 20-kHz spacing and using DRM.  Or analog, for that matter.  Radios for the LW band are not all that hard to find.
