Well, I have been able to communicate up to 25 - 30 miles with 4 watts TPO on CB from a mountaintop.  Even on the flats it's not too hard to communicate 4 miles or so car-to-car.  (Unless that yahoo in Savanna running a kW into a Moonraker on an 80-foot tower is on there.)  I don't think ground wave is particularly necessary.
