FM is line of sight?

How does that account for the HAAT vs ERP reduction rule.
If it was line of sight alone, only HAAT would matter.
Clearly, if I had a choice of 100 kW ERP and 1 kW ERP
from the same antenna, I know which one I'd pick. You
can have the other one. <g>
