What has that got to do with radio? PICN began dying decades ago. 
Consolidation was simply the last nail in the coffin. This is not
a broadcasting problem, it is a problem of society.

It is easier for the government to deal with a small number of 
large companies than with a large number of small companies. 
This is the reality of those who write the rules.
