Yours would be a good case to seek a waiver of 90.501 to permit a licensed 
system to support program audio as well as other material via a 2Ghz 
multi-T-1 system. I would however propose diversity reception on the 
tower.  So the tower needs to be big enough to handle two 8 ft. or bigger 
solid high performance dishes.  You will need every dB of gain for that 24 
miles.
