The biggest thing is that he probably also had no workers comp either.  He
probably had a no coverage policy which exempted everyone on his staff as
officers.  I can just imagine what rate workers comp is for tower painting.
Probably 80% or more.

 He quoted below EVERYONE else by orders of magnitude, and
 I was VERY leery, but curious.
 ( many years ago )
 So, I checked his references, including folks like Cincinatti Bell ( at
 that time ) who gave him glowing recommendations.
 I asked them about his quote, and they said "Well, that's Charlie!"

 Then, I asked, "Charlie, how come your quote is $3K and the next
 lowest quote is $15K and range up to $28K ?"

 He had reasons.
 Worked out of the house, so no office expense,
 used his brother, who worked cheap,
 not trying to get rich,
 etc. etc. etc.

 I asked if he wanted to stand by his quote.
 He said yes, I gave him a check, and he did a good job !

 He's gotta be close to 80 years old by now....
