Correct - those nameservers are offline. That should be considered a
catastrophic failure for any service provider, so be sure and your host
know.

I see no bounces in today's log.

We show excellent connectivity from our core as well as secondary
networks. A quick check of Internet pulse shows sub-60ms latency
between most Tier1 providers.
I would be more inclined to point towards localized issues.
