[BC] Part 15 Comunity Radio over 802.11a/b/g, anyone ever considerthis????

If it is FCC certified, it is not 100MW. You are limited to 250 
microvolts at three meters. 1/4 mile is aprox 400 meters. That does not 
leave you with much RF.
