The Ramsey, Rangemaster or any other 100 mW "Part 15" AM tx will comply
with Part 15 only to the extent that its installer/operator enables. A
certified Part 15 tx can still be used in ways that are not compliant with
Part 15.
Many of these txs are installed at the tops of flagpoles, towers,
billboards etc, and use a long conducting path from the tx chassis to the
ground plane at physical earth. That long conducting path to true r-f
ground easily can radiate more than the 3-meter radiator defined by Part
15.
