Not really,  It is the same thing.  Both the Bank and station loose 
inventory that in part can not be re-couped. If a certain ATM is 
constantly down, you will use a different one and assume that the 
problamatic ATM is just never working.

Besides this is a little silly.  Bank have much better IT 
infrastructure, back up and support than any broadcast operation 
(including networks) will ever have.
