 Probably not.
 The problem would be the connectors.
 Getting the inner inner out where it could be accessed.
 I suspect the connectors would cost more than a dual run
 of conventional line.

 I did have a theory once, about a similar senario, where the inner most
 carrier would be a fiber.
 Again, a connector problem.
