Under certain circumstances, Class Bs can become (or can elect to become)
Class Ds.
One case is where the station looses its night sight, and its new site
(perhaps a combined day/nighttime authorization site) cannot accommodate
a DA, or the required DA for maintaining Class B.
Sometimes, a station will intentionally ask for Class D by asking for
less than an RMS of 281 mV/m/kW at 1 km, which is the Class B minimum.
This is because Class Ds don't have the same COL coverage requirements as
Class Bs.
One significant difference between the classes is that Class Ds don't
have any protection, even if they are running what is essentially a Class
B operation by virtue of an RMS which is almost 281.
It is apparently possible to be (or to maintain) Class B, using a waiver,
with less than 281, but once a Class D exceeds 281 it must apply for
Class B, and meet all of its requirements.
Hence, why these Class Ds intentionally maintain slightly less than 281
for their nighttime authorizations.
