Nah - it's a DXer joke. It's a common enough practice, and draws so 
little attention from the FCC, that it might as well exist.

(If the state of Texas really DID regulate broadcasting, as the folks in 
Shamrock seem to think it does, such "HSFB authorization" would probably 
be right at the top of the list!)
