I'm not sure where to find that requirement in the rules -- does anyone know
the section?

Toll free is OK according to the following:

73.1125 (e) Each AM, FM, TV and Class A TV broadcast station shall
maintain a local
   telephone number in its community of license or a toll-free number.

It doesn't matter where the progammming is coming from. All they care

Laws that don't serve any purpose should be taken off the books.
