I don't remember it sounding too bad below 50 watts, but on the o'scope, the
envelope started to change when it was that low.

Perhaps they have a means of improving the efficiency at low power?
(Switching power supply, maybe?) With the Harris box, the efficiency (Line/Load) goes
out the window when running the box at sub-hundred watt power levels. It has a
linear supply, which is one reason. That huge hunk of iron is always using
some power, all the time the box is "on".
Interesting that you saw a $50 change in the electric bill between the two
boxes.
I still think that an LPB would use a lot less juice for those light bulb
power levels, though, as opposed to a 1Kw or more box, dialed way down. Of
course, you said that they did something to "set it up" for you... so maybe there's
some special mod they do, to make it more compatible with a flea-power mode?
What is your night power, BTW?
