By dialing up and down, listening, I can hear *many* of the same songs again 
and again on those 60% of stations. If their playlists aren't "identical", 
they sure have a good number of songs in common, then. Enough for me to call them 
"Top 40".

It is not at all difficult to spin the dial up and down, (or hit "scan") and 
hear the same song playing on several different stations at the same time, or 
even sequentially. I've done it dozens and dozens of times when I was younger. 
Now and then, I still try it, and guess what? **It still works!** So, the 
assertion still stands.
