During the last 29 hour blackout, the loss of phone communication 
didn't seem to have much impact. The city still ran and many people 
actually got to meet their neighbors because there was no air conditioning.

If their maintenance people are gone, what will they do when power to 
thousands of cell sites goes out? Of course, there were few options 
to recharge cell phone batteries, so the load probably diminished 
after the "talk time" expired.
